Detectives from the Montgomery County Police Department – 3rd District Investigative Section are asking for the public’s help in locating a missing Burtonsville man.
Quoc Thai Cao, age 24, of Crosswood Court in Burtonsville has been reported missing by his family.
Quoc Thai Cao is described as an Asian male, 5’7” tall and weighing approximately 150 pounds. He has black hair and brown eyes. Cao was last seen operating a white, 2013 Hyundai Elantra with Maryland tag: 4BF7635.
Police and family are concerned for Cao’s emotional and physical welfare.

ILORI Robbery Suspect
Detectives from the Montgomery County Police Department – Major Crimes Division continue to investigate the December 5 robbery of the designer sunglass and eyeglass store “ILORI” in Friendship Heights. Today, investigators are releasing surveillance video of the suspect and are asking for the public’s help in identifying her.
On Monday, December 5 at approximately 5:36 p.m., 2nd District officers responded to the ILORI store located at 5530 Western Avenue for the report of the robbery that had just occurred.
The investigation by detectives revealed that the suspect, entered the ILORI store and immediately pepper sprayed a store employee. The suspect then stole five Chanel sunglasses having a total value of $3,600 from a display case and fled from the store. The suspect was last seen on foot southbound on Wisconsin Avenue into Washington, D.C. The store employee who was pepper sprayed by the suspect stated to detectives that she recognized the suspect as having been in the store on December 3 and described the suspect as a male presenting as a female, possibly a transgender female. On December 3, the suspect was asked to leave the store due to concerns that the suspect was attempting to steal items from the store.

Surveillance Video of ILORI Robbery Suspect
The Montgomery County Police Alcohol Holiday Task Force, comprised of officers from the MCP Alcohol Initiatives Section and patrol officers from the six police districts, as well as officers from the Gaithersburg City Police Department, the Maryland National Capital Park Police (Montgomery County Division), Maryland State Police, the Montgomery County Sheriff’s Office, and the Takoma Park Police Department, have been devoting their full time and attention to detecting alcohol-related offenses this holiday season. The task force began on November 16 and will continue through January 7, 2017. Below are some of the results from week six of the Holiday Task Force.
December 21, 2016 – December 24, 2016
- 27 – Arrests for Driving Under the Influence of Alchohol and/or drugs (DUI)
- 4 – Criminal Citations issued to adults for selling alcohol to a minor in a business.
- During the past 6 weeks of the Alcohol Holiday Task Force, task force officers have arrested 204 people for driving under the influence of alcohol and/or drugs.
It should be noted that the above arrests include only those arrests made by task force officers and do not include the additional arrests made by patrol offices in the performance of their duties. Therefore, the number of total DUI arrests made by MCP officers during this time period is higher.
Update:December 30, 2016 Kailah Celine Clark has been located safe and unharmed.
Detectives from the 2nd District Investigative Section are asking for the public’s assistance in locating a missing Rockville woman.
Kailah Celine Clark, 22 years old, is described as an African American female, who is 5′ 6″ tall and weighs approximately 185 pounds. She has brown eyes and black hair.
She lives in a group home in the 11400 block of Ashley Drive in Rockville. She was last known to be outside of the home on Wednesday, December 28 at approximately 5:40 p.m.
Police and caretakers are concerned for Kailah Clark’s emotional and physical welfare. Anyone with information regarding her whereabouts is asked to immediately call the police; in Montgomery County please call the non-emergency number, 301.279.8000.
Joshua Robert Evans
Detectives from the Montgomery County Police Department – 1st District Investigative Section are asking for the public’s help to locate a missing North Potomac man.
Joshua Robert Evans, age 23, of Pebblewood Drive in North Potomac has been reported missing by his family. He was last seen in the 5600 block of Oregon Avenue in Halethorpe, Maryland on December 20.
Joshua Robert Evans is described as a white male, 5’10” tall, and weighing approximately 170 pounds. He has brown hair and blue eyes. Evans is believed to be operating a gray, 2014 Ford Escape with Maryland tag: 3BT1524.
Police and family members are concerned for Evans’ emotional and physical welfare.
